Canadian County commissioners took up the county burn ban again Tuesday morning in El Reno, the day after the extension they approved in August was due to run out, with the U.S. Drought Monitor placing all of the county in extreme drought or worse.

The ban is item 3 on the agenda for the 9 a.m. meeting in the public meeting room of the county courthouse at 314 W. Rogers, listed as "discussion and possible action regarding a burn ban for Canadian County."

What the record says

Commissioners enacted a 14-day ban effective immediately on Aug. 13, KOKH Fox 25 reported that day, when Canadian was one of 11 Oklahoma counties under a ban. On Aug. 24 the El Reno Tribune reported the board had extended the ban to Sept. 7 and would revisit it at its next meeting.

The Drought Monitor's county statistics for the week beginning Sept. 1 put 100 percent of Canadian County in the D3 "extreme drought" category or worse, with 18.77 percent in D4 "exceptional drought," the monitor's highest class. The figures were unchanged from the week of Aug. 25.

The same agenda carries an exception to the ban. Item 9 is a special-event burn permit for outdoor cooking at the Western Days event in Mustang on Sept. 11 and 12, "with stipulations and fire protection measures enforced by the Mustang Fire Department," as an exception to Resolution 26-849, which the agenda identifies as the county burn ban.

Item 8 is a reimbursement contract between the Oklahoma Department of Environmental Quality and Canadian County District 2 for a solid-waste grant of $40,085 for a dump trailer with a grapple loader.

Eight pipeline and utility crossing permits are on the agenda across the three districts: two permanent installation permits from Tom-Stack LLC and a temporary one from Recoil Oilfield Services in District 1; a permanent permit from Validus Midstream in District 2; and two permanent Validus permits plus temporary permits from Coterra Energy Operating and Recoil Operating Services in District 3. District 3 also lists a change to the memorandum of understanding with the Cheyenne and Arapaho Tribes on the foreslope and backslope guidelines for the Walbaum Road project, and a letter of engagement with Bass Law on project J/P 35421(04).

For the treasurer, item 21 amends the deed from an Aug. 24 commissioner sale of a Piedmont lot, tax roll item 114347, sold to Pinnacle Image Properties for a bid of $841.28 after advertisement in the Yukon Progress on Aug. 1, 8 and 15. Item 24 is the recurring report on the county jail's current population.

The agenda closes with a closed session under Title 25, Section 307(B)(1) on seven positions: accounting specialist, administrative assistant, certified floodplain manager and pipeline permits, human resources director, maintenance supervisor, safety coordinator and emergency manager, and switchboard operator. A special meeting on Sept. 1 was posted for the single purpose of interviewing administrative assistant candidates in closed session.

What it means for the county

Under the ban as reported by Fox 25, outdoor burning in the county is prohibited for its duration; the agenda's Western Days item is the only exception listed. The DEQ contract, if approved, reimburses District 2 for the trailer rather than paying up front, according to its wording as a reimbursement contract.

What the record does not say

The agenda does not state a proposed length for a new ban or whether the board intends to lift, extend or reissue it; the item is written as discussion and possible action. It does not give the jail population; that figure is reported at the meeting. It does not say which of the seven posted positions are vacant and which are subject to other personnel action. No fiscal note accompanies the Bass Law engagement or the Walbaum Road change.

What happens next

The board's regular meetings are Mondays at 9 a.m. in the courthouse public meeting room; Tuesday's meeting followed the Labor Day holiday. Minutes are approved at the following meeting, item 25 on each agenda. The Western Days permit, if granted, covers Sept. 11 and 12. The next weekly Drought Monitor map is released Thursday.
